Much is made of the fact that liberals and conservatives see racial issues differently, which they do. But these differences have too often been seen as simply those on the right being racist and those on the left not.

You can cherry-pick the evidence to reach that conclusion. But you can also cherry-pick the evidence to reach the opposite conclusion.

During the heyday of the Progressive movement in the early 20th century, people on the left were in the forefront of those promoting doctrines of innate, genetic inferiority of not only blacks but also of people from Eastern Europe and Southern Europe, as compared to people from Western Europe.

Liberals today tend to either glide over the undeniable racism of Progressive President Woodrow Wilson or else treat it as an anomaly of some sort. But racism on the left at that time was not an anomaly, either for President Wilson or for numerous other stalwarts of the Progressive movement.

An influential 1916 best-seller, "The Passing of the Great Race" -- celebrating Nordic Europeans -- was written by Madison Grant, a staunch activist for Progressive causes such as endangered species, municipal reform, conservation and the creation of national parks.

He was a member of an exclusive social club founded by Republican Progressive Theodore Roosevelt, and Grant and Franklin D. Roosevelt became friends in the 1920s, addressing one another in letters as "My dear Frank" and "My dear Madison." Grant's book was translated into German, and Adolf Hitler called it his Bible.

Progressives spearheaded the eugenics movement, dedicated to reducing the reproduction of supposedly "inferior" individuals and races. The eugenics movement spawned Planned Parenthood, among other groups. In academia, there were 376 courses devoted to eugenics in 1920.

Progressive intellectuals who crusaded against the admission of immigrants from Eastern Europe and Southern Europe, branding them as genetically inferior, included many prominent academic scholars -- such as heads of such scholarly organizations as the American Economic Association and the American Sociological Association.

Southern segregationists who railed against blacks were often also Progressives who railed against Wall Street. Back in those days, blacks voted for Republicans as automatically as they vote for Democrats today.

Where the Democrats' President Woodrow Wilson introduced racial segregation into those government agencies in Washington where it did not exist at the time, Republican President Calvin Coolidge's wife invited the wives of black Congressmen to the White House. As late as 1957, civil rights legislation was sponsored in Congress by Republicans and opposed by Democrats.

Later, when the Civil Rights Act of 1964 was sponsored by Democrats, a higher percentage of Congressional Republicans voted for it than did Congressional Democrats. Revisionist histories tell a different story. But, as Casey Stengel used to say, "You could look it up" -- in the Congressional Record, in this case.

Conservatives who took part in the civil rights marches, or who were otherwise for equal rights for blacks, have not made nearly as much noise about it as liberals do. The first time I saw a white professor, at a white university, with a black secretary, it was Milton Friedman at the University of Chicago in 1960 -- four years before the Civil Rights Act of 1964.

She was still his secretary when he died in 2006. But, in all those years, I never once heard Professor Friedman mention, in public or in private, that he had a black secretary. By all accounts, she was an outstanding secretary, and that was what mattered.

The biggest difference between the left and right today, when it comes to racial issues, is that liberals tend to take the side of those blacks who are doing the wrong things -- hoodlums the left depicts as martyrs, while the right defends those blacks more likely to be the victims of those hoodlums.

Rudolph Giuliani, when he was the Republican mayor of New York, probably saved more black lives than any other human being, by promoting aggressive policing against hoodlums, which brought the murder rate down to a fraction of what it was before.

A lot depends on whether you judge by ringing words or judge by actual consequences.

There certainly is no question that Barack Obama wants to change the United States. And there clearly is no doubt that such fundamental transformation is difficult, given our tripartite system of government — even though Obama entered office with large Democratic majorities in both houses of Congress, an enthralled media, and a closely divided Supreme Court.

So to what degree, after nearly five years in office, has Obama succeeded in changing the United States?

Federal spending. We are $6 trillion more deeply in debt. And there are record numbers of Americans on food stamps, unemployment insurance, and disability insurance, or simply disengaged from the work force. Obama has also fundamentally changed Americans’ ideas about the redistributive state.

Whereas, under Clinton and Bush, the argument centered on whether federal subsidies eroded the work ethic, created dependency, and led to a permanent underclass, now the discussion is quite transformed beyond the safety net. Fairly or not, Obama is seen as expanding entitlements in part as a political tool, quite apart from the question of their efficacy in eliminating poverty.

The problem is not just that his critics accuse Obama of trying to create a permanent constituency, a loyal “47 percent” dependent on state money, but rather the way in which Obama himself envisions these programs as reminders of his them/us faultlines. After 2009, the regulations governing food stamps and welfare were liberalized and politicized as never before. These payouts were judged not just on whether they hurt or helped people, but also, in the Greek and Roman sense, of increasing the number of recipients so as to change political realities.

Taxes and debt. Democrats usually wish to raise them, Republicans to shrink them. Nothing new there. But under Obama, there is now a twist. Higher taxes are not a means to achieve a balanced budget, as under the Clinton-Gingrich deal of 1997. Indeed, the return of a 39 percent–plus federal income-tax rate on higher incomes will result not in a balanced budget as before (even with congressionally imposed sequestration). We will still have huge annual deficits of two-thirds of a trillion dollars or more.

Because nearly half of Americans will continue to pay no federal income taxes, and the old Clinton rates were imposed only on the upper brackets, we have the worst of both worlds: high taxes on job creators, along with continuing huge deficits. That paradox raises the question of whether Obama sees deficits not just as necessary to prime the economy, or as a tolerable consequence of huge increases in federal spending, but also as a mechanism to serially raise taxes on the upper brackets, as a desirable redistributive end in and of itself. Taxes are seen now not just as a way to fund expenditures, but as a punitive tool — hence the new phraseology of 1 percent, fat cats, corporate-jet owners, you did not build that, no time to profit, at some point you’ve made enough money, etc. A more equal but poorer America appears to be preferable to a more affluent but less equal nation.

DEMOCRATIC RACIST HYPOCRISY EXPOSED


The racist hypocrisy exhibited by Obama and Attorney General Holder is an essential piece of Democratic policies that are aimed at maintaining 90% voting control of black Americans.

Non-blacks are getting fed up and are not reacting with "white guilt" as they are supposed to. They are beginning to realize that the race-baiting and black victimization mantras and related Democratic policies are the causes of the failed black culture that daily threatens other Americans.

It is time for blunt talking and Victor Davis Hanson destroys the Obama/Holder myths of white racist stereotyping and white victimization of blacks with facts.

Facing Facts about Race
Young black males are at greater risk from their peers than from the police or white civilians.

Last week President Obama weighed in again on the Trayvon Martin episode. Sadly, most of what he said was wrong, both literally and ethically.

Pace the president, the Zimmerman case was not about Stand Your Ground laws. It was not a white-on-black episode. The shooting involved a Latino of mixed heritage in a violent altercation with a black youth.

Is it ethical for the president to weigh in on a civil-rights case apparently being examined by his own Justice Department? The president knows that if it is true that African-American males are viewed suspiciously, it is probably because statistically they commit a disproportionate amount of violent crime. If that were not true, they might well be given no more attention as supposed suspects than is accorded to white, Asian, or Latino youths. Had George Zimmerman been black, he would have been, statistically at least, more likely to have shot Trayvon Martin — and statistically likewise less likely to have been tried.

Barack Obama knows that if non-African-Americans were to cease all inordinate scrutiny of young African-American males, the latters’ inordinate crime rates would probably not be affected — given other causation for disproportionate incidences of criminality. Yet should their statistical crime profiles suddenly resemble those of other racial and ethnic groups, the so-called profiling would likely cease.
